New Rework Program question

Did the guidelines/quality bar for champions get lowered with the new rework program? Since it went to batches, it seems like there are a big reduction in reworks, even tweaks, than what it was with the old program. Are there only so many slots in the batches so they have to be very reserved on who gets reworked/tweaked? Asking genuinely to understand.
