Progression levels: Dev Diary?

I really enjoyed the Dev Diary articles diving deep into the process of planning and inner kitchen cooking of Kabam behind the scenes. I would love to see one regarding the progression level tier developments, timings, rewards, eligibilities, game economy, etc.
Because today, there are Valiants who just became one a week or a month ago, and there are those who have been since day one or week one after its release with multiple R4 champions crushing all the content nowadays. Those are two different game experiences in my opinion.
So, how or when you decide it is time to introduce a new progression level? How achievable it has to be in the beginning? Is the paywall a big factor, or it Has to be achievable through hard Everest content, period? Does the delay help more summoners to "catch up" or does it create even bigger gap between different "tiers" of the same progression level players?
What Kabam and the summoners think about it, I am curious?
