Do you need to be “Legend” in order to enter and do WoF ?

Or do you mean people can earn that Legend title by completing WoF, but you would just like the Title without actually doing the quest ?

@Mohammad07 Most accounts did it with a bunch of R1’s… and 3.5m rating isn’t that low at all. I don’t know why you’re just assuming that 3.5m rating is definitely the lowest rated account to do it… your thought process (or lack there of) is very odd ngl.
