Werewolf is not howling on Defense

I ran 6 practice matches against my R4 WWBN and not once did he ever attempt to howl. It's a 60% chance. How??

    The 60% chance? Do you know how unlikely it is to never hit a 60% chance at any second in over 5 minutes of playtime??

    You know, I went back and watched WWBN's spotlight in context, and one of his strengths/threats on defense was his power gain from the howls. If he's hardly ever howling, how is this a strength???

    Mind you, I avoided hitting him the whole time.

    I just went and ran 6 more. Yet again, no howling. Every time he would get close to completing one, he cancels it with a block.

    Finally got him to howl once, after a total of over 30 dash backs. 60% chance per dash back my foot. This is definitely bugged.
