Dark Phoenix side quest

I don't have the Dark Phoenix side quest available to play and haven't since the start of last week. Can anyone help me get it? I'm TB not sure if that matters but if it does my other question would be; why does the game seem to have a heavier lean towards valiant players? It's only getting worse I would add.

    Not sure if it's reserved for Paragon and up or not, but that could be it.
    But to answer your second question - because players that aren't Valiant don't need new content. You've got tons of story content to do. If you want new content, do the content that unlocks it for you first.

    New endgame content is developed for endgame players. That makes sense. As above, content for TB already exists.
