You don't have buffs due to the node ( which also prevents you from placing debuffs on defender )

can't say why but defenders do get buffs

normally the defenders never got buffs, ever since i have been playing incursions with fisticuffs

He has Tranquilize on, which decreases the ability accuracy of debuffs, so that neutralize is useless
