Looks like valiants get fewer titan shards than paragon for chapter 4 objective. Is this intentional?

Most likely because that is the only place Paragon gets them while Valiant gets some in each path. Valiant still gets more Titan shards than Paragon, though only 750 more is a bit pathetic.
