Why do Paragons get a T7B-, but no T4A-option in AWSE?

I just looked at the rewards for the Super Weekly Event on my Paragon account and was shocked to see the option to pick T7B fragments, but no option for T4A. Why would a Paragon Account need T7B for 7*R4, if they can't even get the needed T4A for 7*R3s?

I mean valiants are not getting enough T4A anywhere apart from radiance store but yeah paragons need those T7B before that 🫡🫡
