Arena rebirth event

In regards to the milestones in the rebirth arena event, why is it that paragon gets to progress from 7* shards to titan shards but thronebreaker only gets 6* shards? How impossible would it be to change that so thronebreakers can go from 6* shards to 7* shards at the same milestone paragons go from 7* shards to titan shards? Thanks in advance

Thronebreaker doesn't need 7*s to be Paragon.

Maybe go complete content then. Tb doesn't need 7* at all.
