Why Quicksilver evades Bullseye guaranteed critical hits?

Hi!
While doing event quests this month I took Bullseye to counter Quicksilver boss.
I was really surprised that QS evades Bullseye hits.
As I understand the description, QS should not be able to do that.

It occurs even in practice mode. Hit monkey works perfectly as before.

Am I missing something or is it a bug?
If so, it gives more defensive ability to QS in BG and limits options for countering him. This may be problematic as, if I am not mistaken, QS will enter basic pool soon.
