Assuming you're using Null Break, it's because Kabam launched Sassy bugged once again. There was a fix coming "soon" like 16 or so hours ago. When will soon be now? Nobody knows. But so long as he is bugged, you won't be armor breaking him and won't be building charges in any sort of timely manner.

Sassy is still bugged – Knull, Null break – I can't apply armor break and I'm completing the missions one by one. No chance to get charge for teammates. Revive totally wasted.
