AI recovery times limber bug?

In pvp arenas the recovery off parry is lightning quick! I cannot use heavy attacks at all. Alliance mates have intimated the same experience in Arenas and BGs

I have also been experiencing this bug in AW and AQ. I was hoping the update would have corrected the issue, but it’s still present.
