Opponents Launching Special Before Finishing Heavy

The opponent is unleashing a special before their heavy animation has been completed. I have experienced this twice when heavy animation is not even complete and once when heavy animation is just barely complete (at which point you should be able to counter attack safely). Today I was using sw against cosmic symbioid in Map 5. Symb was still in the air during heavy animation when I rushed for the counter. Before he even landed, he released the s1 in my face.
I was using iPad running iOS 11.

Is that not suppose to be a thing? We can do that so I just thought it was part of the game.
