Differences between hero rating and prestige

Why does it differ so much the base hero rating between what is shown in champion screen and prestige screen?

Prestige is the champions rating without any masteries. Power index is their rating with masteries. Masteries simply have a significant impact on rating.

For example, Onslaught is lower than photon in champ screen, but in prestige screen photon is below onslaught, why is that difference? Makes no sense at the moment unless I’m missing something.

Correct, masteries will impact champs differently depending on how they interact with their kits.
