Juggernaut rating

Why is juggs hero rating so low?
He's at rank 3/45. Shathra, Chavez and Rintrah are 2/35.
I get not every champ can have insane numbers and someone has to be bottom but he's a decent champ and deserves better.

He's one of the oldest champs in game, and older champs generally have lower ratings.
