Voodoo Power Dissolve not stacking

My (potentially flawed) understanding of the Voodoo buff was that one of the potential perks was the added damage from stacking power dissolves on Odd SP2s. At present, Voodoo’s dissolve damage does not scale between 1 vs. 3 stacks of dissolve. Is this (a) working as intended, (b) is Voodoo doing too much damage with 1 dissolve, or (c) is he doing too little damage with 3 dissolved? Thanks!
