Odin true strike?

Odin used to get true strike after his special 1 but in war I no longer get it, in all other parts of the game I still get it, what am I doing wrong? He used to get it before in wars but last couple wars I don’t get it at all after specials, did path 7 last war and this war did path 8. He used to get it when I fought Modok, Red Skull, Bullseye ect. But not anymore.
