We fall from plat5 to plat 6 for not playing 1 war
Where is the confusion then? If you don't play a war, you don't score points, and other alliances that do play may pass you. They froze war rating, so you can't change challenge/map/multiplier tier, but you can still change reward tiers, especially if you don't play.
The good news is, the lack of paying attention isn't going to hurt you because no one will be getting worse rewards than they did last season.
So even if We have win 3 war consecutively...we don't get any point...if we don't play war ...we will be pushed back teir...very good concept

You seem to be confused as to how alliance war works.
Every alliance has a war rating. This rating is based on wins and losses. If you win you rating goes up, if you lose your rating goes down. This has NO EFFECT on your rewards, at least not directly. Your rating affects your war tier, and war tiers are numbered. There's tier 1, tier 2, tier 3, etc. Your war tier determines the maps you play on and the scoring multiplier you have.
The things with actual names - Master, Platinum, Gold - are war season brackets. Your bracket is based on how many points you score. Everyone - everyone starts at zero. As you score points, alliances rise or fall into brackets based on their relative rank compared to everyone else. Where you finish at the end of the season determines your season rewards.
In this season, everyone's war rating has been frozen, just as it is for high tier alliances during the off season. Whether you win or lose, your war rating will remain the same, and thus you will not rise or fall this season. However, brackets are not frozen. You can climb or fall in this season based on the amount of points you score relative to other alliances.
However, it has already been announced that no alliance will get rewards lower than they got in the previous season. So no matter where you end up, you can't do worse than last season. But you can do better, if you manage to end the season higher than last season, you will still get those higher rewards.
The net effect of all this is that alliances have a choice. They can continue to do wars, and if they do they could get more rewards, but they have a safety net that will prevent them from getting worse rewards. They can try to go higher, and there's no penalty for doing so. Conversely, they can decide to take the season off completely. If they do, they will score no points, but that won't matter because even if they finish in Bronze, they will still get the same rewards they get last season.
It is overall the best of all possible worlds for alliances. They can do nothing, and they get last seasons rewards. They can push anyway for higher rewards, and if they choose to do so and they make it, they will get them. If they push and fail, they can't lose anything. Of all the things going wrong recently, and the bugs that affected war in the first place are among them, this particular decision is not one of those wrong things.
