Rather odd r4s

If I don't get zemo tomorrow from exploration rewards he won't be able to be my first r4😭 or bastion. I'll be able to r4 the maker for sure tomorrow but if these two champs deemed by the community as 'mid' who do you think deserves it more? It's not a definite upgrade I'm still weighing up my options here. Oh the maker counts as well.
