Curious why is there a Progression lock on the Medium Prizes in particular The Invisible Woman and Thing?

To be able to use your vouchers on getting the Invisible Woman you have to be at minimum and for Thing you have to be Uncollected. I ask as a member in my alliance who is a Conqueror was wondering why he couldn't this prize when the only difference between them is the profile picture.

Was this a mistake? Is it a bug? That does seem odd especially when they all give the same mysterium and Fantastic Fall Fun Event Points. Why would the difference of profile pictures require a different progression. This is odd.
