Because your progression is too low. Keep playing and it will eventually unlock. That profile pic is from a monthly event awhile back. The odds of it ever being obtainable again are slim to none, so I just wouldn't worry much about it and hope they make something cooler that you can get in the future.

I feel like maybe last Halloween, or the year before that. I've been playing over ten years so hard to remember what event exactly and the profile pics don't give that info like the titles do when you click on them
