If this pfp isnt in the in game store, maybe it was removed, so no way to get

There are pfps every month that are only available thru completing objectives and things like that, so, if they aren't in the store or in any permanent objectives you see in game, they will forever be unobtainable

I’m pretty sure the ones in the store rotate, but the ones from events are one time things.
