Thoughts on the Super Skrull buff?

Personally I found him much easier to use, especially with the changes to the amount of buffs and the buffs lasting indefinitely or longer.
The question is that will he better than others like Cull?

the changes are located here, not too many changes

He will be better than other champions but Cull is soo ignorant that he can ignore majority of nodes in game
