What are the requirements for harvest 5 to be available?

I am currently in the Paragon progression and In the Daily catalyst harvest quest, Harvest - V is not available for me. So I would like to know, are there any specific requirements for level to be available?

Current progression - Paragon
Current level - 44

Any info would be much appreciated

If Paragon doesn't have it, and Valiant does have it, I would think that would be a pretty clear requirement.
