Titan Nexus or Dazzler from Wheel of Fate

I'm close to completing Wheel of Fate and I'm conflicted on what to choose from the selector.

I don't have Dazzler yet and heard she's very good, however I am also missing some top tier champs in the Titan (Jean, Bastion, Nico, Karolina, Okoye and Dazzler of course. Cyclops and Galan too but I'm not sure if they're top tier as well)

I suppose it comes down to guaranteed value vs gambling, but I wonder what others would choose!
