New Conductive Relics Energy Penetration does not work on DOT damage

I did an experiment with an sig 200 Domino and found that the Domino relic (conductive) has no impact on Crit Failure energy damage.
I then did test with Jean Grey and found that her Neuroshock energy damage was unaffected by the relic (her basic attacks were affected).

I did not check special damage.

Is that how it’s supposed to work? Seems to me that dot damage should be affected and was probably intended to do so as the only energy damage Domino does is from crit failure…

Only works if the champ you are using it on has any energy resistance. Winter Soldier has none

we can see it does work on basic hits vs winter soldier….so not high energy resistance.

if they did not intend it for DOT, why make it a Domino ? Her only energy damage is DOT….

an alliance mate did confirm that vs high energy resistance champs (guardian) there was a slight increase in energy DOT damage. So why do we see about a 3.6% increase in energy damage on basic attacks, why wouldn’t we see it on the DOTs?
