Is Crossbones bugged?

I've been playing with crossbones, and since the last update, every time I try to refresh my furies with heavies, I only lose my Furies, but they are not even paused or refreshed, is it just me, or is crossbones actually bugged?

he never refreshes furies with the heavy, just consumes one and pauses the rest. You can refresh by activating his overrun. I don’t know if he’s bugged, I haven’t had a chance to play him recently. But wanted to comment in case it’s just a misunderstanding of his kit
