Best to rank up?

Hello, quick question.

Right now, I have one 1>2 rank up gem, but also enough materials to rank up one of the 7* mutants.

My question is: which mutant to rank up, and if I should use the gem on any other 7* I have at the moment, mutant or not.

I also have two other 7*s at the moment, Red Skull and America Chavez, but they are already rank 2.

I'm not sure if i would rank any of them with a generic and there are better mutants worth the cats.
