I took him to rank 3 sometime in the last year or so. Never ever use him on attack for any game mode. He can be sort of annoying as a defender on the AW node that’s intended to give you block damage. His ability to limit combat power is great, but I find it frustrating to wait out the battery, throw an sp2, find out it’s not enough to kill, do it all over again… To me he’s one of those champs that smokes in vanilla matchups but as soon as you face a tricky defender or nodes that force you to adjust your approach, he just falls flat.
Summary: wouldn’t recommend r3 unless you’re desperate for a tech champ or just love the character for some reason.
He’s somewhat underrated for BGs attack, if you’re curious about that then there are a lot of videos on YouTube you can check out. His main usefulness on defense is that his specials have good chip damage on block. That’s about it, though.
I’d probably rank him up if I had him awakened, at high sig you can just push the defender to a SP3 and hit them as much as you want without having to worry about dealing with specials (not forever but if he’s high enough rank he’ll probably end the fight before you’re in too much danger).
I do agree with what Hermal_Taxman said, though. He doesn’t really add much to your deck, he’s just another generic attacker that’s nice to have if you like him.

First thing first, when you get a new champ, check out YouTube tutorials. Get a feel of a champ, their rotation, and see if they’re a solution to a defender you’re having problems with.
A lot of people like him. But a lot of the videos are also over a year old. The Mutant class has changed tremendously in the last year.
As for me, I finally duped him about two weeks ago. I don’t plan on ranking him, however.
He’s definitely good and meta relevant, one of the best power controllers in the tech class
