Even in a meta that doesn’t give certain attackers supercharged attack rating like the current one, <50 second BG fight times is fairly standard, especially if you’re giving them “defenders” like VtD who don’t really offer any resistance.

Again, that's probably actually pretty slow for VtD. Here are some more examples of fast times (and these would even be considered slow too for some).

Ban them for what? Nothing in that fight proves they cheated. And judging by them putting CMM on defense, I'd say they are a smart player lol. You just need to do better. You put VTD on defense--who is NOT a defender, and didn't know how to use Nico against a Cosmic. CMM is a sneaky defender, but still a Cosmic that's weak against Mystics.

Have you read the modifying nodes this season?

Every time a Skill champion Cleanses a debuff, they get a permanent +70% Attack.

A new non-damaging debuff is inflicted every 5s.

So, for Chee'ilth, who is very good at Cleansing debuffs, within thirty seconds, she has a permanent +350% Attack.

Does that 47s-long fight seem to make more sense, now?

Just to echo all the comments above that there is nothing wrong in that fight and Chee has been amazing this season. 47 secs isn’t in any way fast given what she’s capable of. I’ve done a number of sub 40 second fights against defenders at least a rank higher than she is especially so when they suit her. Spiderwoman has just been a small squishy blob on the floor by the time Chee has finished with her.
