Mr. Sinister Nerfed or Bugged

I tried mr.sinister in many matches and i found his damage from degeneration is become very low and same healing. is there any who tried?

Opponents are running inequity, weakness debuff, and in GC he's terrible due to the extra node.

Inequity + weakness + other nodes reducing Attack.
