Game running on 30fps!?

Just updated the game and frame rate was set default at 30fps, Switched it to 60 and restarted but it still is working on 30fps.
With animation and gameplay lags.

Any one else experiencing the same?

Same here, everytime I jump on this game I feel like it's something new that isn't working properly.
