Why is Scarlet Witch not available as a 7-star champion anywhere in the game?

I remember that Masters used to get her, but now she’s gone. She’s not even in the Saga anymore. She’s nowhere to be found. I just don’t understand why they can’t add her to the Radiance store or some special event.

two different scarlet witches though. One is sigil exclusive, the other is the og version, but shes also been scarce thus far.
