In my opinion, the second and third milestone should be “Earn” 100/200 rating points on the Gladiator’s Circuit. “Achieving” those rankings does not necessarily incentivize casual players, while a mix of win/losses that accrue points towards a milestone encourages layer participation.

Those are rewards meant to incentivize active players to move up the ranks earlier in the season, not for casual players to easily achieve. If you want those rewards, you're going to have to work for them, not be casual about them.
