Yes I believe, I remember using Shuri on that node once

Yes, she counters that node (if she doesn't get hit), but if we're talking in the context of node 3 in war then it would be a bad idea. Shuri works because she is immune to ability accuracy reduction, so she can still parry and place her shocks. NTW has no such immunity, so you won't be doing any damage whatsoever.
