But you can use him on attack too, as his auto parry is amazing.

Okay first off get ready for a huge write up lol

Yes he absolutely needs sig 1 for defense yes, for attack you want to go all the way to sig 160-200 tho so his heavies have a 100% chance to apply incinerates and sp2 bleeds are guaranteed as well. The Enchantress fight I posted is with a sig 20 MODOK, this means with a sig 160 it can be possible to nuke Enchantress baiting just one sp1 the whole fight and the fact that his main source of damage is simply parry heavy means he could easily cook other mystics like Rintrah and Nico. People don't realize how hard those incinerates melt, just as an example so you can see how crazy the damage is, I also attempted this yesterday:

I lost of course because this meta makes the block damage even more insane BUT the fact that a r4 sig 20 MODOK almost killed a r4 sig 200 Serpent even with bad incinerate rng means that at sig 160-200 this fight might actually be possible with somewhat minimal block damage because MODOK is very tanky when the shield is up and even tankier when flux triggers. High Evo is a noodle, so on offense alone, he already lost even for Sasquatch I bet MODOK is faster.

As for the defense question absolutely and it's something I'm surprised most CCs have just ignored completely because I've barely seen any videos on this guy. Just to summarize everything he has on defense:

If he autoblocks he purifies stuns and stuns you back
While the shield is up he gains a steadfast passive meaning no unblockable
While the shield is up he reduces all power gain effects up to 100%
He can randomly gain +100% ability accuracy making certain effects like Okoye's ensnare be completely useless
He can randomly reduce ability accuracy of true strike and true sense, and when you trigger a special attack he removes them completely
His sp1 reduces your power gain effects even further

Sounds like a lot? Try adding a stun or intercept node and it gets even more insane. And I already know a lot of people will hit you with the "just heavy bro", and yes you can do that fs but unless you're using someone who can deal massive damage on heavies like Red Guardian that simply won't be quick enough especially paired up with nodes. I had someone try Starky using this method and it still took them 60 secs. Imagine, Starky, one of the most reliable nukes at r4 sig 200 still takes 60 secs and it's not the cleanest fight either because of the nodes.

Anyways yes he is objectively better than High Evo, and I can confidently tell you that while he is one of my least banned defenders, he has ironically had the highest win rate out of all my defenders in my entire deck so far this season (as well the pre season) and I'm already in Mysterium 2, I'm not facing noob baby accounts I've been facing nothing but full r4 decks. These right here were earlier today in Mysterium 3:

I've had three people try Okoye against him so far and they all lost, whereas High Evo is a very easy Okoye nukefest. MODOK has waaaay more in his kit and his autoblock is waaay worse than High Evo's, but again you would only know this if you sat down like me and read the kit from top to bottom which let's be honest most people won't do 💀🥀
