it is not affected by ability accuracy reduction ( slow reduces evade AA )

bullseye can’t have the ability accuracy of his evade lowered. Since slow lowers ability accuracy of evade and unstoppable, it doesn’t work. You need a debuff or buff that says “the opponent cannot evade”, like ensnare or true focus

Slow is tricky because it lowers evade and unstoppable AA, but also lets you ignore unstoppable the way grit does. so it works against unstoppable even when AA can’t be reduced, but doesn’t do the same against irreducible evade.

It’s because Kabam wanted him to be an insane defender so they messed around with his abilities so you can’t easily counter him. Which given the rest of his kit is already insane
