If you're actually using the champion (questing, etc), then Bullseye. Ignoring all types of miss immediately simplifies the fight, and you only need to get to SP1 to ignore evade as well. Add on guaranteed crits immediately and he is a surprisingly useful champion on offense, while still being annoying as a defender. Bullseye just immediately simplifies a ton of complicated nodes because he has 100% uptime on most of his utilities.

Yelena … requires time to attain the utility with Elimination mode (which requires her to be duped as well) that Bullseye has at base, and then has to ramp back up.

But if you're just going for an R4 defender, then Yelena.

Bullseye is literally the only champ in game who can reliably counter evade autoblock and miss without relying on AAR, buffs or debuffs

I'd say Yelena more than Bullseye. Better defender and I think underrated in attack.

Now that we see your skill roster, Bullseye, because as I said above, Yelena wants to be awakened for defense.
