Cannot Rank 4

I have 6 Tier 7 catalyst and cannot use them as I am not level 60 so I will lose 3, this has got to changed.

do enough quests to reach Level 60 before the overflow expire from Stash.

Or purchase the Sigil subscription which increases your Inventory holding amount (which would then let you do the Rankup).
