X-23 “marked” no effect vs Fury’s Life Model Decoy

I thought the “marked” passive of X-23’s sig ability is supposed to stop Fury’s Life Model Decoy from triggering his second life but I have tried it several times now and the “marked” passive debuff doesn’t prevent that from happening. It says its probability is 100% and is unaffected by AAR so is it a bug?
