Chance rate in the Titans Crystal

This is probably the FIFTH TIME IN A ROW that I've acquired Zemo. Nothing against the character, but I believe there's something wrong with the odds in the crystal.

The odds are equally weighted between all champs in the crystal. RNG will be RNG.
