Is Carnage in the 7* base pool.

Ever since the large base pool update a couple months ago I've been really searching for Carnage but I haven't even seen him in any of my crystals. Did I miss something, I know it was first bugged but I thought it got fixed. Any info would be appreciated.

He's definitely in base pool. Got him again from basic 7* crystal.
