So yes he can get banned for going to apple and getting a refund. Now will he? I don’t know and nether do you but it is a possibility.

If there is a situation where the purchase wasn't made by the Account Holder, they can ask for the charges to be reversed. It's only Fraud if the reason is dishonest.
