It will likely be Mutant, if we follow the 'Coming Soon's from the Saga champs list. (And of course, now I can't even find the saga list of champions no matter how I search for it)

Phyla-Vell should be cosmic no matter whether she's Quasar or not. She's a Kree. She has superhuman strength, speed and durability and is able to fly. If she has the quantum bands, she's able to create and manipulate constructs akin to Green Lantern's ring-constructs.

My comment was that the OTHER champ released in June would be Mutant, not that Phyla-Vell would be mutant.

Yes Cosmic definitely makes sense since she is Quasar. Unless they plan to introduce Wendell Vaughn (original Quasar) first
