Black Widow CV Sp2 burst not scaling with furies or class bonus?

Her SP2 burst is not increasing with furies or class bonus. However, there is nothing in her ability states that the damage scales only with base attack.

This screenshot is from mystic quest of current eq. She has both class bonus and 4 furies and still burst damage is same (bit lower than what's mentioned in her ability probably due to some energy resistance).

Is this a bug? I know she's not a great damage dealer but this makes her worst even in mystic quests.
Is this the same case with suicides too? If suicides can increase her burst damage, then why not furies and class bonus?

Not a bug. That has always been how she worked. Very annoying. No idea why it is like that.suicides work. I think it is stuck to fight start attack

If damage scales with attack rating from the start, then class bonuses should boost it, right? Either way, this makes her pretty underwhelming in the upcoming BG meta too. Such a waste of potential.
