Empowered Grace Crystal pool bugged?

In the recent Live stream the drop rates for the new Empowered Grace Crystal were listed the following way:
1. Base Pool Ascension Cluster Drop - 0.45%
2. Non Ascendable 7 Star Champion - 9.05%
3. 1500x 7 Star Shards - 36.2%
4. 6 Star Champion - 54.2%

I would interpret this as you get either an ascended Champion or a 7 Star that is not in the pool of ascendable champions as of right now.
Pulling a non-ascended Version of a 7 Star that is in the Pool of ascendable champions should thus be impossible.

That being said in my last batch of those crystals I ended up pulling a regular 7 Star Kindred and I'm sure many other people also pulled non-ascended version of the ascendable champions.

So now I'm wondering, was the information from the live stream wrong, am I misinterpreting something or is there some bug?

7* kindred exists, so does 7A kindred.

I was actually wondering about this. I am actually glad this is the case, or else it would essentially make the champions in the ascension base pool much harder to get from this crystal. For example, I have been chasing a dupe on my BPCW for 6 months now. I would be irked if they made it so he is locked behind that .45%. But now I know my overall chance to dupe him is 9.5%.
