Villians with no #villian tag?

Both Taskmaster and red Cyclops count as Villians for Blade's synergy with Ghost Rider, activating Blade's danger sense, but neither have the villian tag. Are they supposed to be villians or is this a bug?

It neither a bug, nor are they supposed to be villains. This is a phenomenon called "Kabammed".

Or more commonly known as "working as intended".
