I think most people use it interchangeably, and are just indicting “WHICH TIMEZONE, and TIME within that time zone for where POSTER is at”, in this case, Canada, Pacific. (aka, ignore the middle letter).
(They are not gonna indicate a time over in pacific Canada that is a “Standard time” aka not Daylight if the time on their watches is daylight)

Similar, and actually even more clear with US/Canada EASTERN, where the EST (while technically Eastern Standard) is also conventionally just used as EST because it is also an audible (drop the “A”) way of saying EASTERN (or Estern, abbreviated).

if someone actually used the “D” for daylight, fine. But if not, they may just be referencing the time zone, and not technically the +/- 1 hour (or uneven half-hour in some cases) for Daylight adjustment.
