Who is worth the resources to upgrade? (esp for act 7)

Just the title question^^^

I'm a returning player (keep in touch every couple of months) but I have been returning a lot more frequently recently wondering who the best champs are to upgrade? (esp as a f2p player).

Down below are images of my 6 & 7*s (haha, see what I did there...nvm)

I am currently in 7.1.5.

Also will help if you can give me insight as to which of these champs are the best overall.
