Am I Missing Something - Ascension Dust from Act 9?

After exploring 9.4, I currently have 1,700 tier 2 ascension dust set to expire in 2 weeks, but no way of spending it other than wasting it on various 6 stars. Why did Kabam give us this much when the vast, vast majority of players will not be able to ascend our champions to level 2? Even if you watch the bigger players on YouTube, most of them only have a couple level 2 ascensions. I have completed all content that gives greater empowered grace crystals, and even got a Toad twice, yet I'd have to somehow get him again to use the dust. Its already a meh reward as it was, but certainly so if all of it expires.
